Quantum Murray LP
Michael Billowits is General Manager of Remediation at Quantum Murray LP. Mr. Billowits has a Bachelor of Science and a Master of Science in Engineering from Queen's University. He has worked in the field of contaminated sites management for the past 15 years in the roles of consultant, owner, and environmental contractor. Mr. Billowits also worked as an engineering consultant for eight years in the Yukon and was responsible for completing site investigation, remediation design, and construction management services for a variety of complex contaminated sites. Furthermore, Mr. Billowits worked as the National Manager of Contaminated Sites for Public Works and Government Services Canada between 2000 and 2006, where he was the functional lead for contaminated sites management for various federal properties.
Research Officer, Knowledge Management Unit at the Federation of Canadian Municipalities' Green Municipal Fund
Suzanne is the Research Officer in the Knowledge Management Unit at the Federation of Canadian Municipalities' Green Municipal Fund (GMF). Suzanne's role is to research environmental trends, design and implement tools and resources for municipal governments to adopt sustainable initiatives and facilitate the sharing of knowledge and experience gained through the Green Municipal Fund. Recently at the GMF, Suzanne has worked in partnership with OCETA and the Province of British Columbia on a Legislative and Funding Brownfields Roadmap for British Columbia. The intention is to replicate such a tool for other provinces, in order to help build capacity and ease the complexity of Brownfields for municipal practitioners.
Prior to the GMF, Suzanne spent 6 years overseas working in a developing country context on research and development around environmental governance, service delivery, cross sector partnerships and capacity building (Argentina, Sri Lanka, Indonesia and Jordan). Suzanne has well honed skills working with various levels of government, international organizations, non-governmental organizations, research institutes and communities on emerging environmental trends and innovative solutions.
Suzanne has a Masters Degree in Geography from the University of British Columbia and an Undergraduate Degree in International Relations and Environmental Politics.
Executive Vice President, Intrinsik Environmental Sciences Inc.
Elliot Sigal is a Senior Scientist and Executive Vice President of Intrinsik Environmental Sciences Inc. Mr. Sigal is a Toxicologist with over 20 years of experience in risk assessment and toxicology, specializing in human health related issues. Mr. Sigal is a full member of the Society of Toxicology and qualifies as a QPRA under Ontario's Record of Site Condition Regulation (O. Reg. 153/04). Mr. Sigal has led risk assessment teams in the determination of potential for exposure of and risk to receptors associated with complex contaminated sites, mining/smelter facilities, military base closures, underground storage tanks, incinerator/WTE emissions, landfill sites and industrial processes. He has overseen and contributed to hundreds of risk assessments, including more than a dozen successfully completed in compliance with O. Reg153/04. Mr. Sigal has conducted peer reviews on many risk assessments in jurisdictions across Canada and the U.S., and has conducted reviews of risk assessments and PSFs under O.Reg. I53/04 on behalf of the Ontario Ministry of the Environment.
John Willms, LL.B., B.Sc., is a partner in Willms & Shier Environmental Lawyers LLP and is an Environmental Law Specialist, certified by the Law Society of Upper Canada. John has practised environmental law, land use planning and municipal law since his Call to the Bar in 1974. John has represented a wide range of clients in both public and private sectors, in Canada and abroad. His environmental law expertise is complemented by his interest in and understanding of technical issues, ranging from hydrogeology to air dispersion modeling. He serves as Co-Chair of the Policy and Technical Committees with the National Brownfield Associations. He is a member of the Environmental Committees of the Canadian Chamber of Commerce and the Canadian Manufacturers and Exporters.
